These are the elite underwater soldiers of Cobra, successor to the Eels, here is the Hydro-Viper.
The result of experiments by Dr. Mindbender and Professor Rottclaw to optimize their amphibious troops, the Hydro-Viper features extremely high resistance to nitrogen narcosis, synthetically augmented limbs and more, but all these modifications profoundly disturb his psyche, making him psychologically disturbed.
Comes complete with helmet, backpack, diving knife, 2 fins, harpoon gun and tamed manta ray.
